Jean-Claude Milner’s Le sage trompeur (2013), a controversial recent piece of French Spinoza literature, remains regrettably understudied in the English-speaking world. Adopting Leo Strauss’ esoteric reading method, Milner alleges that Spinoza dissimulates his genuine analysis of the causes of the persecution and survival of the Jewish people within a brief “manifesto” found at the end of the Tractatus Theologico-Politicus (TTP), Chapter 3. According to Milner, Spinoza holds that the Jewish people themselves are responsible for the hatred of the Jewish (...) people, and that the engine of their longevity is the hatred they engender. Additionally, claims Milner, Spinoza covertly insinuates that the solution to this persistent state of hatred consists in the mass apostasy of the Jewish people under the leadership of a Sabbatai Zevi-like figure. This article presents the Milner–Spinoza controversy to the English-speaking public along with the larger context of French-language scholarship on Spinoza’s relation to Judaism. While refuting Milner’s reading of Spinoza, I simultaneously clarify relevant elements of Spinoza’s discussions of Judaism in the TTP, such as Spinoza’s examination of Jewish identity and the nature of divine election, Spinoza’s understanding of the causes of national hatred, and Spinoza’s appeals to Portuguese, Spanish, Chinese, and Turkish political history. Il n'y a pas beaucoup d'études concernant l'intelligence émotionnelle du point de vue indien, bien que l'intelligence émotionnelle se trouve dans tous les textes de la littérature indienne ancienne. (Rig Veda, Yajur Veda, Ayurveda, (...) etc.). La tradition philosophique indienne met l'accent sur la nature forte des émotions, qui doivent être exploitées pour une vie harmonieuse. Une réponse commune à cette objection concède la prémisse mais affirme la priorité au gouvernement par le peuple sur le gouvernement pour le peuple : le (...) droit égal à la participation devrait l’emporter sur la promotion de la compétence, même si celle-ci est requise par le bon gouvernement. La démocratie se trouve alors réduite à un ensemble de procédures équitables, traitant les citoyens en égaux ; elle ne se définit plus par la poursuite du bien commun. Il est toutefois une autre réponse à l’objection, qui évite cette dérive vers un procéduralisme étroit. Elle consiste à nier la prémisse et à affirmer la sagesse politique du peuple. Il n’est pas vrai que le gouvernement pour le peuple serait mieux assuré en confiant le pouvoir à un petit nombre de sages ou d’experts, fussent-ils les meilleurs parmi les citoyens. Cette thèse remarquable peut paraître improbable. Sa défense peut pourtant s’appuyer sur l’un des arguments les plus intrigants élaborés par la philosophie politique aristotélicienne, qui inspire et éclaire les controverses philosophiques contemporaines sur la valeur du régime démocratique : l’argument de la sagesse de la multitude. Performative accounts of personhood argue that group agents are persons, fit to be held responsible within the social sphere. Nonetheless, these accounts want to retain a moral distinction between group and individual persons. That: Group-persons can be responsible for their actions qua persons, but that group-persons might nonetheless not have rights equivalent to those of human persons. I present an argument which makes sense of this disanalogy, without recourse to normative claims or additional ontological commitments. The segment looks into what inspires people to study philosophy, how they pursue their philosophical interests, and gives our audiences a better idea of philosophy as an undergraduate.

This article offers a distinctive way of grounding the regulative duties held by social media companies (SMCs). One function of the democratic state is to provide what we term the right to democratic epistemic participation within the public sphere. But social media has transformed our public sphere, such that SMCs now facilitate citizens’ right to democratic epistemic participation and do so on a scale that was previously impossible. We argue that this role of SMCs in expanding the scope of what (...) counts as fair democratic epistemic participation, and in becoming the providers of access to the digital public sphere, brings with it duties of regulation. In this paper, I put the claim that sensitivity is a necessary condition for knowledge under pressure, by considering its applicability with regard to testimonially-formed beliefs. Building on, and departing from, Goldberg, I positively draw out how we might understand the required sensitivity as a social interaction between speaker and hearer in testimonial cases. In doing so however, I identify a concern which places the whole notion of testimonial sensitivity in potential jeopardy: the problem of the reliable liar. I find (...) an apparently paradoxical inverse relationship between better-differentiating methods that fulfil sensitivity conditions, and being able to have sensitive beliefs with regard to specific instances of testimony. After examining potential resolutions, I conclude that only a focus on minimally realising the problem, rather than “solving” it, will enable us to retain sensitivity as a necessary condition for testimonial-knowledge. The Surprise Exam Paradox is well-known: a teacher announces that there will be a surprise exam the following week; the students argue by an intuitively sound reasoning that this is impossible; and yet they can be surprised by the teacher. We suggest that a solution can be found scattered in the literature, in part anticipated by Wright and Sudbury, informally developed by Sorensen, and more recently discussed, and dismissed, by Williamson. In a nutshell, the solution consists in realising that the (...) teacher's announcement is a blindspot that can only be known if the week is at least 2 days long. Along the way, we criticise Williamson's own treatment of the paradox. In Williamson's view, the Surprise is similar to the Paradox of the Glimpse and, because of their similarities, both these paradoxes ought to receive a uniform treatment-one that involves locating an illicit application of the KK Principle. We argue that there's no deep analogy between the Surprise and the Glimpse and that, even if there were, the Surprise reasoning reaches a paradoxical conclusion before the KK Principle is used. Rather, in both the Surprise and the Glimpse, the blame should be put on other epistemic principles-respectively, a knowledge retention and a margin for error principle. (shrink)

Students often have difficulty connecting theoretical and text-based scholarship to the real world. When teaching in Asia, this disconnection is exacerbated by the European/American focus of many canonical texts, whereas students' own experiences are primarily Asian. However, in my discipline of political philosophy, this problem receives little recognition nor is it comprehensively addressed. In this paper, I propose that the problem must be taken seriously, and I share my own experiences with a novel pedagogical strategy which might offer a possible (...) path forward. Recent scholarship has championed an active learning approach, where students engage in their own research, and deliver outward-facing products that have a meaning and purpose beyond the confines of the student-professor relationship. In this spirit, I have put into practice a strategy of course design, where active learning is used to overcome students' disconnection with the course content. In particular, as a major component of course assessment, students are required to write an 'opinion piece', which is then showcased on a public website. The opinion piece must address a real-world issue which the student himself or herself selects and deems important; furthermore, it must build on the theoretical tools of the course and be written in a style which makes it accessible to a wider audience. I discuss the implementation of this strategy in two political philosophy courses, including strategies to avoid 'dumbing down' and ‘diluting’ the process of critical thinking. While no formal analysis of impact of the strategy on learning outcomes has been conducted, an anonymous pedagogical survey has yielded an overwhelmingly positive response for students' self-reported perceptions of the curricular innovations. This chapter brings together important contributions from geographers, historians, sociologists and media theorists, and looks at these through the lens of social philosophy on the nature of resistance and oppression, to articulate and understand both the positive and negative ways in which industrial nostalgia shapes present-day working-class identities. Celebrations of abandoned industrial sites have been criticised by some as inflicting a form of violence on working-class people (High and Lewis 2007), transforming sites of working-class loss into objects of nostalgic appreciation (...) in ways which marginalise those who worked there, and which close the past off from the working-class present (Lasch 1991). More positive views about industrial nostalgia argue that it provides a way to assert working-class pride in hostile environments, serving as a basis for present-day solidarity (Loveday 2014; Gibbs 2021). By examining this existing literature on deindustrialisation through a social philosophical perspective, our aim here is to shed some light on this phenomenon, in which industrial nostalgia can function both as a tool of oppression but also as a form of resistance against oppression. Since the outbreak of the Coronavirus disease 2019 (Covid-19), tremendous efforts have been made by scientists, health professionals, business people, politicians, and laypeople around the world. Covid-19 vaccines are one of the most crucial innovations that help fight against the virus. This paper attempts to revisit the Covid-19 vaccines production process by employing the serendipity-mindsponge-3D creativity management theory. Vaccine production can be considered an information process and classified into three main stages. The first stage involved the processes of absorbing information (...) (e.g., digital data and open science) and rejecting unhelpful information (e.g., misinformation and fake news) for effectively acquiring useful insights. Useful insights were later employed by experts, enterprises, governments, and international organizations through interdisciplinary coordinated efforts for developing vaccines within a short period. Finally, the appearance of multiple types of vaccines enabled more strategic options for vaccine distribution and administration. Findings from this vaccine creativity management process could be used as critical lessons for further improvements of vaccination programs. (shrink)

This book offers a detailed study of the political philosophies of Thomas Hobbes and Benedict de Spinoza, focussing on their concept of power as potentia, concrete power, rather than power as potestas, authorised power. The focus on power as potentia generates a new conception of popular power. Radical democrats–whether drawing on Hobbes's 'sleeping sovereign' or on Spinoza's 'multitude'–understand popular power as something that transcends ordinary institutional politics, as for instance popular plebsites or mass movements. However, the book argues that these (...) understandings reflect a residual scholasticism which Hobbes and Spinoza ultimately repudiate. Instead, on the book's revisionist conception, a political phenomenon should be said to express popular power when it is both popular (it eliminates oligarchy and encompasses the whole polity), and also powerful (it robustly determines political and social outcomes). Two possible institutional forms that this popular power might take are distinguished: Hobbesian repressive egalitarianism, or Spinozist civic strengthening. But despite divergent institutional proposals, the book argues that both Hobbes and Spinoza share the conviction that there is nothing spontaneously egalitarian or good about human collective existence. From this point of view, the book accuses radical democrats of pernicious romanticism; the slow, meticulous work of organizational design and maintenance is the true centre of popular power. In this review, I outline Lærke's interpretation of Spinoza's freedom of philosophizing as a rich, positive freedom, encompassing but extending far beyond mere legal permission for free expression. Lærke's book takes on the challenge to explain how such freedom is to be brought about. I suggest that Lærke's reconstruction overlooks a central plank of Spinoza's approach: the role of good institutional design in supporting freedom. ABSTRACT Genevieve Lloyd argues that when we follow Spinoza in understanding reason as a part of nature, we gain new insights into the human condition. Specifically, we gain a new political insight: we should respond to cultural difference with a pluralist ethos. This is because there is no pure universal reason; human minds find their reason shaped differently by their various embodied social contexts. Furthermore, we can use the resources of the imagination to bring this ethos about. In my response, (...) I offer a friendly challenge to Lloyd’s characterisation of the lessons of Spinoza’s philosophy. I argue that Lloyd’s Spinoza remains excessively unpolitical, even in the moment that he is brought to bear on contemporary politics. An unpluralistic attitude may well be rationally inferior, but is it really explained by insufficient or inappropriate imagination? To the contrary, a properly Spinozist account of reason must include an account of the concrete determinants of reason’s imperfect realisation in the world. In Spinoza’s own oeuvre, this is carried out through an ever-increasing—and ever more sociological—interest in the political structures within which individual reason flourishes or withers. (shrink)

According to a recent interpretive orthodoxy, Spinoza is a profoundly democratic theorist of state authority. I reject this orthodoxy. To be sure, for Spinoza, a political order succeeds in proportion as it harnesses the power of the people within it. However, Spinoza shows that political inclusion is only one possible strategy to this end; equally if not more useful is political exclusion, so long as it maintains what I call the depoliticised acquiescence of those excluded.

Once the distinction is made between the authorized and the effective power of the sovereign, it is no longer sufficient simply to defend a doctrine of the authorized power of the sovereign; such (...) a doctrine must be robustly complemented by an account of how the effective power commensurate to this authority might be achieved. Nor is this straightforward: for effective political power can fluctuate, sometimes severely. In this light, the prevalent juridical reading of Hobbes’s political philosophy is inadequate. (shrink)

It is common to assimilate Marx’s and Spinoza’s conceptions of democracy. In this chapter, I assess the relation between Marx’s early idea of “true democracy” and Spinozist democracy, both the historical influence and the theoretical affinity. Drawing on Marx’s student notebooks on Spinoza’s Theological-Political Treatise, I show there was a historical influence. However, at the theoretical level, I argue that a sharp distinction must be drawn. Philosophically, Spinoza’s commitment to understanding politics through real concrete powers does not support with Marx’s (...) anti-institutional conception of true democracy. And as a matter of social theory, the gap between civil society and the state which so troubles Marx is a development of modernity that has not entered Spinoza's premodern field of view. Marx’s true democracy was also influenced by his study of Rousseau, and theoretically, it is just as close if not closer to Rousseau as to Spinoza. (shrink)

According to presentism, only the present exists. The view is in a bad dialectical situation since it has to face several objections based on physics and a priori arguments. The view remains nonetheless popular because it is, allegedly, more intuitive than alternative views, namely eternalism (past, present and future entities exist) and no-futurism (only past and present entities exist). In the essay, I shall not discuss whether intuitivity is an accurate criterion for ontological enquiry. I will rather argue that any (...) philosophically acceptable version of presentism entails highly counterintuitive consequences. Indeed, the presentist has to commit herself to substantial claims in order to provide an answer to two problems : the grounding problem and the cross-temporal relations problem. Therefore, if the main motivation for presentism is the willingness to stick with common sense intuitions, presentists should consider endorsing another view about existence in time. (shrink)

In this paper, I articulate two Hobbesian models of interpersonal power relations that can be used to understand gender relations in society: what I will call the dominion model and the deference model. The dominion model discerns vertical subjection to another's will, whereas by contrast the deference model places individuals in a complex and shifting webs of favor and disfavor. Hobbes himself analyses gender relations through the dominion model. Indeed, more broadly this is the most prominent model of interpersonal power (...) relations throughout his texts. It is this model which is also reflected in the very rich existing feminist literature on Hobbes. However, the deference model, emerging only late in Hobbes's oeuvre, offers a superior general rubric for understanding interpersonal power relations. In particular, in light of its ability to grasp informal and diffuse relations of power, I argue that it offers useful insights for thinking about gender relations in our post-coverture era. Air pollution is a considerable environmental stressor for urban residents in developing countries. Perceived health risks of air pollution might induce migration intention among inhabitants. The current study employed the Bayesian Mindsponge Framework (BMF) to investigate the rationale behind the domestic and international migration intentions among 475 inhabitants in Hanoi, Vietnam – one of the most polluted capital cities worldwide. We found that people perceiving more impacts of air pollution in their daily life are more likely to have migration intention. (...) The effect of perceived air pollution impact on international migration intention is stronger than that of domestic migration. Acknowledging a family member’s air pollution-induced sickness moderated the association between perceived air pollution impact and domestic migration intention, while the personal experience of air pollution-induced sickness did not. In contrast, the moderation effect of personal experience of sickness became significant in the international migration circumstance, but the effect of information about a family member’s sickness was trivial. The findings suggest that urban inhabitants’ consideration of air pollution averting strategies reflects some characteristics of Homo Oeconomicus. Additionally, the individual’s socio-economic decision is seemingly insignificant on a social scale. Still, through environmental stressors as catalysts, such decisions might result in considerable social outcomes (e.g., internal migration and emigration). (shrink)

Integrity is often conceived as a heroic ideal: the person of integrity sticks to what they believe is right, regardless of the consequences. In this article, I defend a conception of ordinary integrity, for people who either do not desire or are unable to be moral martyrs. Drawing on the writings of seventeenth century thinker Huang Zongxi, I propose refocussing attention away from an abstract ideal of integrity, to instead consider the institutional conditions whereby it is made safe not to (...) be servile. Political protesters often don’t play by the rules. Think of the Occupy Movement, which brought lower Manhattan to a standstill in 2011 under the slogan, “We are the 99%”. Closer to home, think of the refugee activists who assisted a breakout from South Australia’s Woomera detention centre in 2002. Both are examples of contentious politics, or forms of political engagement outside the institutional channels of political decision-making. The democratic credentials of contentious politics are highly ambivalent. On the one hand, contentious (...) politics appears to have insufficient respect for democratic decision. Protesters are often forceful, uncivil and rowdy, aiming to disproportionately influence policy. But shouldn’t proposals be put forward with civility through the proper channels? And shouldn’t their proponents accept with good grace if they are democratically rebuffed? A closer look at the history of political thought can provide us with the framework to assess the case for and against the democratic reasonableness of contentious politics. (shrink)

The European Hobbes Society Online Colloquium featured my book, Potentia: Hobbes and Spinoza on Power and Popular Politics, with critical commentaries from Alissa MacMillan, Chris Holman, and Justin Steinberg. This is my response to their commentaries.

Patients with serious illnesses or injuries may decide to quit their medical treatment if they think paying the fees will put their families into destitution. Without treatment, it is likely that fatal outcomes will soon follow. We call this phenomenon “near-suicide”. This study attempted to explore this phenomenon by examining how the seriousness of the patient’s illness or injury and the subjective evaluation of the patient’s and family’s financial situation after paying treatment fees affect the final decision on the treatment (...) process. Bayesian Mindsponge Framework (BMF) analytics were employed to analyze a dataset of 1042 Vietnamese patients. We found that the more serious the illnesses or injuries of patients were, the more likely they were to choose to quit treatment if they perceived that paying the treatment fees heavily affected their families’ financial status. Particularly, only one in four patients with the most serious health issues who thought that continuing the treatment would push themselves and their families into destitution would decide to continue the treatment. Considering the information-filtering mechanism using subjective cost–benefit judgments, these patients likely chose the financial well-being and future of their family members over their individual suffering and inevitable death. Our study also demonstrates that mindsponge-based reasoning and BMF analytics can be effective in designing and processing health data for studying extreme psychosocial phenomena. Moreover, we suggest that policymakers implement and adjust their policies (e.g., health insurance) following scientific evidence to mitigate patients’ likelihood of making “near-suicide” decisions and improve social equality in the healthcare system. Is there something about the deep logic of democracy that destines it to succeed in the world? Democracy, the form of politics that includes everyone as equals – does it perhaps suit human nature better than the alternatives? After all, surely any person who is excluded from the decision-making in a society will be more liable to rise up against it. From ancient thinkers like Seneca to contemporary thinkers like Francis Fukuyama, we can see some version of this line of (...) thought. Seneca thought that tyrannies could never last long; Fukuyama famously argued that liberal democracy is the end of history. I want to focus instead on the person credited with giving the most direct and uncompromising statement of this thought: Benedict de Spinoza. However, in this article, I argue to the contrary that Spinoza’s view of aristocracy should give pause to radical democrats. He does not see a historical movement towards democracy, nor does he see the superiority of democracy as written into human nature. (shrink)

The present volume collects essays on the philosophical foundations of quantum theories of gravity, such as loop quantum gravity and string theory. Central for philosophical concerns is quantum gravity's suggestion that space and time, or spacetime, may not exist fundamentally, but instead be a derivative entity emerging from non-spatiotemporal degrees of freedom. In the spirit of naturalised metaphysics, contributions to this volume consider the philosophical implications of this suggestion. In turn, philosophical methods and insights are brought to bear on the (...) foundations of quantum gravity itself. For instance, the idea of functionalism, borrowed from the philosophy of mind and discussed by several essays, exemplifies this mutual interaction the collection seeks to foster. (shrink)

Viet Nam is at the beginning of the Fourth Industrial Revolution. In order to grasp the opportunities that the revolution has brought about, and to successfully build the society of digital citizens, there must be the demand of enhancing the capacity and capability for students to meet international standards in terms of Information and Communications Technology (ICT) skills. Viet Nam was selected as one of the four countries (Viet Nam, Bangladesh, Fiji, and the Republic of Korea) to join UNESCO Bangkok’s (...) “Digital Kids Asia Pacific (DKAP)” project, a comparative cross-national study with the aim to seek the understanding and address children’s ICT practices, attitudes, behaviors, and competency levels within an educational context. Thanks to the project, the Vietnamese research team completely conducted the survey in twenty (20) schools from five (5) provinces in Viet Nam. With the data on the digital citizenship competency levels of 1,061 10th grade students, the research team discovered the valuable findings to draw an initial big picture for Vietnamese policy makers, educators, and teachers about digital citizenship competencies of 15-year-old Vietnamese students. Or, si les propriétés ne sont pas les propriétés de substances (...) matérielles, on peut s’interroger sur la théorie de l’instanciation qu’implique une telle thèse. Dans cet essai, je m’emploierai à examiner la cohérence et la plausibilité de la thèse selon laquelle certaines, voir toutes les propriétés matérielles ne sont pas instanciées par une substance et la théorie de l’instanciation qui en découle. | : Material properties are generally construed as properties of material substances : this shirt has the property of being blue, these shoes are in good condition. However, one could think of several reasons to doubt that properties necessarily are properties of material substances both in metaphysics, with the bundle theory, and in contemporary physics, through the two notions of field and energy of the vacuum. But, if properties are not properties of material substances, what is the resulting theory of instantiation? Within the scope of this article, I will examine the consistence and plausibility of the view that several, if not all of, material properties are not instantiated by a substance and the theory of instantiation which follows from it. L'éternalisme implique une forme exotique d'éternité : toute entité, aussi éphémère soit-elle et quelle que soit sa localisation dans le temps, existe relativement à toute autre localisation temporelle. Cet essai vise, premièrement, à défendre l'éternalisme en exhibant les difficultés rédhibitoires du présentisme et du non-futurisme, et deuxièmement à examiner de quelle manière l'éternalisme pourrait être amendé à l'aune d'une affirmation que l'on trouve sous la plume de certains physiciens, à savoir que, fondamentalement, le temps n'existe pas. La disparition du temps (...) est-elle compatible avec la thèse éternaliste ? Enfin, en guise de conclusion, nous examinerons brièvement une conséquence curieuse de l'éternalisme : bien que mortels, nous sommes des êtres éternels. (shrink)

Humankind is facing many existential global problems that require international and transgenerational efforts to be solved. Preparing our next generation with sufficient knowledge and skills to deal with such problems is imperative. Fortunately, the digital environment provides foundational conditions for children’s and adolescents’ exploration and self-learning, which might help them cultivate the necessary knowledge and skills for future survival. We conducted the Bayesian Mindsponge Framework (BMF) analytics on a dataset of 2069 students from 54 Vietnamese elementary, secondary, and high schools (...) to test this presumption. The results showed that students with higher digital literacy are more curious and have better knowledge regarding global issues (i.e., climate change, disease, overpopulation, aging, etc.). Students’ curiosity also mediates the relationship between digital literacy and global issues knowledge. Based on these findings, we argue that digital explorative space is essential for digital natives’ education for survival, individually (i.e., for future employment requirements) and socially (i.e., for making informed decisions and creating innovations that can be helpful to society). Children’s and adolescents’ exposure to digital explorative space should be promoted to improve their digital literacy rather than prohibition. During the exploration, emotional intelligence is critical in mitigating existential risks, or threats, to digital natives to navigate and overcome chaotic processes occurring in unchartered waters in the virtual world. La physique contemporaine pourrait bien nous livrer un enseignement incroyable, à savoir que l'espace et le temps n'existent pas fondamentalement. Je présenterai succinctement les ontologies suggérées par les deux principaux programmes de recherche en gravité quantique : la théorie des cordes et la gravité quantique à boucles. Je soutiendrai ensuite qu'il est fructueux de prendre les différentes conceptions ontologiques de la conscience en philosophie de l'esprit en modèles pour la construction de solutions au problème de l'émergence de l'espace-temps.

Thông qua kết quả khảo sát đối với 850 khách hàng mua sắm tại 4 thương hiệu bán lẻ hàng tiêu dùng tại TP. Hồ Chí Minh là: Co.opmart, Winmart, Mega Market và Bách hóa xanh, nghiên cứu nhằm kiểm định các nhân tố ảnh hưởng đến giá trị thương hiệu của doanh nghiệp bán lẻ hàng tiêu dùng trên địa bàn TP. Hồ Chí Minh. Kết quả nghiên cứu cho thấy, có 6 nhân tố ảnh hưởng tới Giá trị (...) thương hiệu của doanh nghiệp bán lẻ hàng tiêu dùng theo thứ tự giảm dần gồm: (1) Lòng trung thành với thương hiệu, (2) Thái độ với thương hiệu, (3) Sự tin cậy thương hiệu, (4) Chất lượng cảm nhận, (5) Nhận thức thương hiệu, (6) Sự gắn bó với thương hiệu. The so-called Baldwin Effect generally says how learning, as a form of ontogenetic adaptation, can influence the process of phylogenetic adaptation, or evolution. This idea has also been taken into computation in which evolution and learning are used as computational metaphors, including evolving neural networks. This paper presents a technique called evolving self-taught neural networks – neural networks that can teach themselves without external supervision or reward. The self-taught neural network is intrinsically motivated. Moreover, the self-taught neural network is the (...) product of the interplay between evolution and learning. We simulate a multi-agent system in which neural networks are used to control autonomous agents. These agents have to forage for resources and compete for their own survival. Experimental results show that the interaction between evolution and the ability to teach oneself in self-taught neural networks outperform evolution and self-teaching alone. More specifically, the emergence of an intelligent foraging strategy is also demonstrated through that interaction. Indications for future work on evolving neural networks are also presented. Nghiên cứu khái quát cơ sở lý thuyết về động lực làm việc, và đánh giá thực trạng tạo động lực làm việc cho cán bộ, công chức (CBCC) tại UBND huyện Hàm Thuận Bắc, tỉnh Bình Thuận. Kết quả khảo sát cho thấy, thực tế tạo động lực làm việc cho CBCC trên địa bàn Huyện còn gặp nhiều hạn chế, bao gồm: tiền thưởng và các khoản phụ cấp còn rất thấp so với khu vực tư nhân, không (...) đảm bảo được nhu cầu cuộc sống cho CBCC; việc đánh giá thực hiện công việc còn chú trọng đến hình thức hơn là đến trình độ, năng lực và mức độ hoàn thành công việc; cơ hội thăng tiến và phát triển cho CBCC chưa thực sự mở… Trên cơ sở đó, tác giả đề xuất một số giải pháp nhằm nâng cao động lực làm việc và khích lệ tinh thần làm việc cho CBCC tại UBND huyện Hàm Thuận Bắc, tỉnh Bình Thuận.
